| 摘 要： | 打破中国目前的城乡二元结构，建立较为完善的农村社会保障制度，并逐步与城镇社会保障制度对接是我国经济和社会发展的必然要求。在这一过程中，要求政府充分认清并承担起相应的基本职责，发挥主导作用，引导并推动农村社会保障制度建设的顺利进行。政府应承担的基本职责包括：立法责任、公共财政支撑责任、构建基本框架责任和管理监督责任。

| Abstract: | It is necessary to change urban and rural dual structure,construct more perfect rural social security system and unify urban and rural social security in China in the need of economic and social development.In the process,government should understand and carry out its basic responsibilities to improve the construction of rural social security system,which include legislation,public financial support,basic framework construction,management and supervision. |
