湖南省耕地保护政策的绩效研究

耕地保护政策的绩效评价是我国粮食安全及土地调控的重要研究对象。采用主成分分析法,通过构建评价指标体系,对湖南省14个地级市(州)2006至2010年的耕地保护政策绩效进行评价。利用SPSS 18.0软件对数据进行主成分分析,构造绩效评价函数,计算出14个地级市(州)的耕地保护政策绩效的效用值。对评价结果进行分析得出,2006年至2010年间,娄底市的耕地保护政策的效用值最高,株洲市最低。根据结论,提出了加强湖南省耕地保护政策的具体建议。

Performances of the Farmland Protection Policies in Hunan Province

Performance evaluation for the farmland protection policies is an important issue about current food security and land use regulation in China.An evaluation index system was established based on principal component analysis method to evaluate the performances of farmland protection policies in 14 cities of Hunan province from 2006 to 2010.The principal component analysis was conducted to data by SPSS 18.0 software,thereby constructing performance evaluation function to calculate the utility value of farmland protection policies in 14 cities.The results showed that from 2006 to 2010,the utility value of farmland protection policies in Loudi City was the highest,and that in Zhuzhou City was the lowest.According to the conclusions,some detail suggestions were proposed to reform farmland protection policies in Hunan Province.
