供给侧改革下湖南耕地高效可持续利用策略

加快推进供给侧结构性改革下耕地高效可持续利用,对于保障国家粮食安全和增加农民收入,意义重大。目前,湖南耕地利用供给侧存在种植结构欠佳、要素投入不优、资源约束增大、产品出现卖难、种植效益收窄等5大主要问题。推进湖南耕地高效可持续利用,需要坚持"保供给、增效益、可持续"的发展思路,加快构建"四区"差异化发展的耕地利用空间格局、建立以稻为主粮经饲养融合发展的耕地生态高效利用结构、形成"六化齐升"的现代化耕地利用方式,尽快创新耕地利用管理制度和耕地流转制度、完善耕地生态高效利用扶持政策。

Strategy of Efficient and Sustainable Utilization of Cultivated Land in Hunan under the Reform of Supply Side

Speeding up efifcient and sustainable use of cultivated landunder the structural reform of supply-side is signiifcant for the protection of national food security and increase farmers' income. At present, there are 5 main problems on supply side of Hunan cultivated land utilization, such as poor planting structure, poor factorsinput, increase of resource constraints, and the dififcult to sell products and planting beneift narrowed, etc. To promote sustainable utilization of cultivated land in Hunan, the need to adhere to the"protection of supply, increase efficiency, sustainable" development thought,speed up to construct cultivated land use spatial pattern of "four zones"differential development, establish ecological high efficient cultivated landutilization structure which mainly toof rice, food crops, economic crops, feed crops for the auxiliary, form modern cultivated land use pattern of“upgrading six patterns”, innovate cultivated land use management system and cultivated land circulation system as soon as possible, improve the ecological and efifcient use of cultivated land support policy.
