| 摘 要： | 财政作为支持和维护农业的基本手段，在社会主义新农村建设中发挥着重要的作用。在本文中明确了新农村建设中财政发挥作用的机理，按照新农村建设对财政工作提出的总体要求，制定出财政支持新农村的政策措施，为全面推进社会主义新农村建设服务。
