广西城镇治污减排的关键性政策设计

为如期达到国家下达的"十一五"减排目标,广西面临很大的压力,加快建设城镇污水生活垃圾处理设施是一个关键。为此,需要运用公共政策设计的手段,建立从决策的确定与实施、总体目标体系的建立与分解到明确目标考核体系、构筑经济支撑体系、简化规范行政审批与服务、制定区域限批措施、强化指导与督查机制和行政责任过错追究等一整套完整的公共政策。

Accelerating the construction of domestic sewage and garbage disposal facilities in cities and towns is the key to achieve the emission reduction target in Guangxi province.A complete set of public policy including establishing the general target system and clear target examination system from policy-making and implementation,building the economic support system,simplifying and standardizing administrative approval and service,making measures of regional restriction approval,strengthening the system of guidance and supervision and carrying out the administrative responsibility system should be made by using the method of public policies design.
