摘    要:文章根据新时期现代农业的内涵和特征,构造了一套客观、全面地评价现代农业发展水平的指标体系,并以河南省1990~2009年的各指标数值为例,运用熵权法确定各项指标的权重,计算河南省现代农业发展水平综合指数和各子系统发展水平指数。研究结果表明,除少数年份以外,1990年以来河南省现代农业发展水平总体上处于上升趋势,但可持续发展水平波动比较剧烈。根据评价结果,提出了严格执行耕地保护制度、加强基础设施建设、实施科技兴农战略、拓展农业产业链条、适度推进农地流转等政策建议。

Abstract:According to the meaning and characteristics of modern agriculture in new era,an objective,comprehensive evaluation index system about modern agricultural development was constructed in the paper.Then based on every index value of Henan Province from 1990 to 2009 and used entropy weight method to determine the weight of each index,the comprehensive development level and every subsystem development level was calculated.The results showed that except for a few years,the overall level of modern agriculture development in Henan Province had been on the rise ever since 1990,but the sustainable development level was more volatile.Finally,according to the results of evaluation,some advices were put forward such as strictly protecting arable land,strengthening infrastructure construction,implementing agricultural science and technology strategy,expanding agricultural industry chain,appropriately transferring agricultural land,and so on.
