转型期中国大豆生产资源配置效率及其区域特征研究——基于非参数方法双产出模型的经验分析

摘    要:大豆是世界上最重要的油料和高蛋白作物。文章基于非参数方法双产出模型,将大豆生产资源配置效率分解为规模效率、纯技术效率和要素可处置度,在分析转型期中国大豆生产资源配置效率的基础上进一步研究其结构优化策略。结果表明,制约中国大豆生产资源配置效率的因素是生产规模效率。因此,中央政府应加大力度保护和提高各大流域耕地资源利用效率,抑制长江流域大豆低效生产状况,提高松辽、黄河流域大豆生产资源配置效率,进一步加快农村剩余劳动力转移,充分发挥大豆生产的规模效率,适时作出进一步激励大豆生产的政策安排,同时这也是弥补市场失灵、促进中国大豆高产稳产的有效手段之一。

Abstract:Soybean is the most important oil and high protein crops in the world. Allocating the scarce resources efficiently is the main necessary for mankind to obtain food. Based on the non-parametric method of double-output model, allocation efficiency of resources was divided into scale efficiency, pure technical efficiency and handling degree of the input factor. Soybean production resources allocation efficiency and the optimizing strategies for its allocation configuration were analyzed in the paper. The results showed that the restrictive factor from soybean production resources allocation efficiency was the scale efficiency. This meant the Chinese central government should further protecting and improving the efficiency of land use, and make more efforts to eliminate the inefficient production situation on Yangtze River basin, improve the soybean production resources allocation efficiency of the Yellow River and Songliao River Basin, accelerating shift of agricultural surplus labor, and developing the scale efficiency to the best level. The Chinese central government should also make the policy arrangement for encouraging the soybean production, which is also an effective way to make up a market out of order, promote soybean production highly and steadily.
