院外试验基地土地资源管理的探讨——以江苏省农业科学院为例

土地是农业科研的基本条件,通过征收获得的土地又是科研院所的不动产。文章以江苏省农业科学院动植物科学基地为例,分析了院外试验基地土地资源管理特点、存在的主要问题,并提出了坚持用地与养地相结合,提高土地质量,合理布局,加强试验与产业管理,促进节约集约用地;强化基地土地利用的规划控制,积极与土地管理部门对接;树立土地资源(资产)管理与开发利用并重的思想,提升基地的综合实力;加强与当地政府及管理部门沟通,争取政策支持等院外试验基地土地资源管理的对策。

Discussions on Management of Land Resource outside Agricultural Research Institutes,Taking Jiangsu Academy of Agricultural Sciences as a Case

Land is the basic condition for agricultural research. Land which is obtained through expropriation is real estate of research institutes. Taking Animal and Plant Science Base of Jiangsu Academy of Agricultural Sciences as a case, characteristics and problems in management of land resources outside agricultural research institutes were analyzed in the paper. Measures for management of these were put forward, i.e., combining land use with land fertility raising to boost land quality, arranging properly and strengthening managing of experiment and industry to promote land saving and compact using, strengthening plan and controlling of land use in base, positively jointing with land management department, exploiting land at the same time with management and lift comprehensive ability of the base, connecting with management department of local government to seek policy support, etc.
