新一轮集体林权制度改革在全国相继展开.尝试运用制度经济学理论探析改革成效,并得出改革结果与制度预期目标不一致的结论,主要表现为国家对采伐限额、生态效益补偿等制度的有效供给不足.接下从制度本身、交易费用、国家的双重身份、传统的林业体制等不同的维度指出制度供给不足的原因,最后提出了完善配套改革的相关建议.
