| 摘 要： | 通过利用公平理论分析网上一起林权纠纷案,指出对于因长期遵循"增人不增地,减人不减地"原则实行林业分户经营,由于社会经济情况变化导致收益不公平的事实,应该从过程公平着手,保证程序公平来解决纠纷,提出借鉴农地承包的"大稳定小调整"措施或利用林改配套措施保障无林村民参与利益分配的建议。
