| 摘 要： | 分析了影响科技查新质量的关键因素及构建查新质量保障体系的主体结构,论述了查新机构确保查新质量的策略与方法。探讨了构成科技查新质量保障体系的如下主要组成要素:合理的业务流程、科学的管理系统、高素质的查新人员、丰富的查新资源、内容规范及文献对比分析准确且查新结论客观公正的查新报告、完善的专家审核制度及健全的档案管理制度等。
