国内外矿山土地复垦质量管理对比研究

为加快完善矿山企业土地复垦质量管理体系建设,保障土地复垦质量,促使矿山企业土地复垦规范化、标准化,积极承担企业社会责任"快还旧账、不欠新账",对比分析了国内外土地复垦管理制度对复垦质量的要求,提出我国矿山企业土地复垦质量管理存在的两个问题:一是土地复垦质量管理组织机构不健全;二是土地复垦质量管理标准缺失。在此基础上提出了我国矿山土地复垦管理制度建设的紧迫性及发展方向。

Comparative study on quality management of mine land reclamation at home and abroad

To speed up the construction improvement of land reclamation quality management system of mining enterprises,ensure the quality of land reclamation,promote the normalization and standardization of land reclamation of mining enterprises,as well as make the reclamation obligors undertake social responsibility actively and pay old debts quickly and not owe the new,comparative analyses on the reclamation quality requirements raised by land reclamation management system at home and abroad were conducted.Two problems in the land reclamation quality management of the mining enterprises in China were put forwarded.On one hand, the land reclamation quality management organization is not sound;on the other hand,there is a lack in quality management standard of land reclamation.Based on that the urgency and development direction of the construction of mine land reclamation management system in China were pointed out.
