北京市再生资源产业发展实证研究

对北京市再生资源产业的发展现状进行实地调研发现:北京市虽然已初步形成了再生资源的回收、加工、再利用和无害化处理的产业链,但社会化的产业体系仍不健全、国有企业萎缩、新兴的民营企业规模较小、不正规作坊大量存在;产业链上各环节之间欠缺高效的衔接和整合机制;产业内部从业人员具有明显的"外来务工性",给环境和社会带来较大的"负外部性";产业外部监管体制混乱,协调机制差,管理手段单一,欠缺体系完备和操作性强的法律法规.在此基础上,笔者借鉴发达国家发展再生资源产业的法律建设、制度模式和政府引导等经验,提出北京市发展再生资源产业应当以构筑比较优势下的大产业链为主导方向为:以提升现有产业的市场化为基础立足、以形成产业内部的有限竞争为完备路径,以包装物回收利用体系的建立为突破口,从而形成具有北京大都市特色,适合北京市情、符合北京发展定位的再生资源产业发展模式,并对我国其他大都市再生资源产业的发展提供借鉴意义.
