农用地整治对耕地细碎化影响的多维评价:方法与实证

针对中国农用地所有权、承包权、经营权分离的产权特征,综合耕作地块状况、土地权属构成和规模经营程度三方面要素,构建涵盖地块、农户和村组的多维耕地细碎化评价体系,对典型土地整治项目进行案例分析。结果表明:1)通过土地整治提高了耕作地块规模,改善田间基础设施,案例区田块细碎化评价值由0.45下降到0.40,细碎化程度由一般降低为轻度;2)通过土地整治增加了耕作便利程度,促进农地规模经营,案例区经营细碎化评价值由0.91下降到0.71,细碎化程度由严重降低为轻度;3)由于案例区在整治中未进行大范围土地权属调整,故权属细碎化状况未发生显著改变,权属细碎化评价值由0.23下降到0.22,细碎化程度由较轻降低为轻度;4)为进一步提升土地整治效益,应积极推动建立农村土地流转市场,扩大农地规模经营比例,彰显"土地整治+"综合效果,共同促进农业产业发展。

Multidimensional evaluation of the influence of agricultural land consolidation on the fragmentation of cultivated land: Method and demonstration

In order to promote the land consolidation policy,the connotation and characteristics of farmland fragmentation explored.Based on the property rights for the separated aspects of land ownership,the study established evaluation index system of the farmland fragmentation involving plots,farmers and farmer groups the farming plots status,land ownership and the scale of operation.A land consolidation project in Baoying County was selected as.show:1) Land consolidation increased the size of plots and improved field infrastructure.he value of plots fragmentation decrease from 0.45 to 0.40,the degree of fragmentation reduced from general to mild;2) Land consolidation increased the convenience of farming and promoted the scale of operation.value of utilization fragmentation decrease from 0.91 to 0.71,the degree of fragmentation reduced from serious to mild;3) the study area involved less ownership adjustment during consolidation,the value of ownership fragmentation slightly decreased from 0.23 to 0.22,the degree of fragmentation reduced from lighter to mild;4) In order to further improve the efficiency of land consolidationpromoting the establishment of rural land transfer market and expanding the proportion of scale operations,strengthening comprehensive effects of the "land consolidation plus" and in all promoting agricultural development jointly.
