精准扶贫下的农村扶贫研究:现状、致贫原因及路径选择

精准扶贫政策的提出促进了扶贫工作的进一步开展,但仍面临着贫困居民参与意识淡薄、扶贫项目缺乏针对性、扶贫机构不健全、第三方考核滞后等困境。又由于农村致贫原因的多样性,精准扶贫的措施也应"对症下药",根据自然、经济、社会、历史、主体等原因采取相应的易地扶贫、产业扶贫、金融扶贫、社保扶贫和教育扶贫等,做到具体问题具体分析,使扶贫工作落到实处。

Study on Rural Anti-poverty under Precise Poverty Alleviation:Present Situation,Causes of Poverty and Path Selection

The proposition of precision poverty alleviation policy promotes the further development of anti-poverty work, but there are still some difficulties such as the poor participation awareness of residents, lack of targeted anti-poverty projects, inadequate institutions, and lag of the third-party assessment. In addition, with the diversity of causes of rural poverty, the precision poverty alleviation should also find specific ways to solve problems, and corresponding paths such as the relocation poverty alleviation, industrial poverty alleviation, financial poverty alleviation, social security and educational poverty allevia-tion should be adopted according to natural, economic, social, and historical conditions. Only with specific analysis of specif-ic issues, the anti-poverty work can be carried out effectively.
