农村居家养老服务精准发展思路探究——基于南京市农村的调查

居家养老服务符合农村经济发展相对落后的现实,成为家庭养老的重要补充。但在实地调查中发现,农村居家养老服务发展中还存在着某些政策扶持力度难以满足发展需要、服务对象难以群体化、内容难以深化、自身造血能力有限、对政府依赖性较大等问题,需要在政策制定、服务运作和资金扶持中贯彻精准发展思路,加快农村居家养老服务体系建设和规划、加大政策和资金扶持的精准性、明确运作机制,实现资源和服务需求的精准对接。

Research on the Precise Development of Rural Home Care Service ——Based on the Investigation of Rural Areas in Nanjing

Home care service has become an important supplement to rural family care for it is in line with the reality of rural economic development level. But the investigation in the field found that there were still problems in the development of rural home care services, such as some mistaken policy ideas, supporting policies difficult to meet requirement of develop-ment, group trend of service objects, difficulty in deepening the service content, the limited capacity of hematopoiesis and too much dependence on the government. Based on these, suggestion of carrying out accurate development ideas in policy formulation, service operation and financial support, accelerating the construction and planning of rural home care service sys-tem, increasing the accuracy of policy and funding support, clearing service operational mechanism were put forward, to achieve precise docking between resources and service requirements.
