摘    要:2011年冬春季节长江流域降水偏少,发生区域性特大干旱,对农业生产和生态环境造成较大影响。调查了长江中游的荆州市内水文和农业受灾情况,采用综合气象干旱指数、降水量距平百分率和土壤墒情指标对旱灾进行了评价分析,探讨了荆州市2011年干旱的基本特征。结果表明,至2011年5月20日,荆州市除荆州区和沙市区为重度气象干旱外,其余县市均为特大气象干旱,同时叠加中度水文干旱和农业干旱,干旱对农业生产特别是水稻生产造成了较大损失。结合本区域旱灾发生的特征,提出了完善水利防控设施、提高农业节水潜力和推广新型节水技术等干旱防控措施。

Abstract:A regional drought happened in the Yangtze River Valley from the winter of 2010 to spring of 2011 and caused huge damage to ecological environment and ago-production.The characteristics of drought in Jinzhou city were discussed through the aspects of hydrology and ago-production loss;and the drought magnitude was evaluated based on comprehensive meteorological drought index and soil moisture content.The results indicated that there was heavy drought in Jingzhou and Shashi district and extraordinary meteorological drought in other districts of Jingzhou city along with medium hydrological drought till May 20,2011,which led to large loss in agricultural production,especially rice production.In response to the cause of drought,some suggestions such as constructing water-control projects,enlarging water saving potentiality and spreading new water saving technology were put forward.
