教育公平视角下农民工随迁子女义务教育问题解析

在解析义务教育的公共产品属性、教育公平理论的基础上,解读了国家出台的关于农民工随迁子女义务教育问题的政策,分析了农民工随迁子女在享受义务教育上不公平现象及其原因,针对这一现象和原因,提出了解决这种状况的根本措施和具体措施:破除二元户籍制度；建立以流入省和国家为主的财政分担制度,以及放宽农民工随迁子女入学准入条件和规范农民工子弟学校的管理和办学.

Analysis on Compulsory Education of the Accompanying Children of the Rural Workers from the Perspective of Educational Fairness

On the base of resolving public goods attributes of compulsory education and theory of educational fairness,the policy which promulgated by the state on compulsory education on the accompanying children of the rural workers was interpreted,the compulsory education injustice of the accompanying children of the rural workers and the reasons was analyzed.Then the fundamental and specific countermeasures to address the situation such as these,get rid of the system of binary census register,establish the financial allocation system which primarily flowing into provincial and national,relax the entrance and admittance requirement of the accompanying children of the rural workers and regulate schools management together with offering education for them,were put forward.
