重庆丘陵山区现代农业园区土地利用关键问题及对策研究

基于对重庆丘陵山区位于不同区位条件、具有不同功能定位和不同级别的10个现代农业园区的调查分析,解析现代农业园区选址布局、用地规模、土地利用格局变化、土地经营方式转变、土地集约利用水平等土地利用特点,分析了现代农业园区建设面临的土地流转与农民利益保护、建设用地供需困境、耕地保护与粮食安全、局部用地低效等土地利用问题,并针对性地提出完善园区土地政策法规、加强园区用地规划的审批和监督、加强园区用地集约化管理、探索以农民为主体的土地经营模式等对策建议。

Study on the Key Problems and Countermeasures of Land Use in Modern Agricultural Park of Hilly-Mountainous Area in Chongqing

Based on the survey and analysis on 10 modern agricultural parks in different geographical conditions,having differ-ent functions and at different levels,characteristics of land use including in the layout and site selection,land scale,change of land use pattern, transformation of land management mode,level of land intensive use were analyzed. Then,the problems of land use in the construction of modern agricultural park,including the land transfer and protection of farmersˊ interest,dilemma in supply and demand of construction land,protection of cultivated land and food security,low efficiency of local land use, were recognized. Finally,countermeasures and suggestions such as improving the land policy and regulations,strengthening the approval and supervision of land use planning,enhancing the land intensive management, exploring the land management mode with farmers as the main body were proposed.
