| 摘 要： | 通过分析沭河流域的污染情况并根据国外的生态补偿的成功案例对沭河流域水资源进行生态补偿机制研究。生态补偿是以保护和可持续利用生态系统服务为目的,以经济手段为主调节相关者利益关系的制度安排。针对已经存在的问题,沭河流域的生态补偿应加强市场补偿力度,减轻政府在生态补偿所占比重,政府补偿制度应增强创新意识,市场补偿制度逐渐成熟,生态补偿体系有待完善,配套相关法律制度来完善生态补偿制度。

| Abstract: | Based on the analysis of the Shuhe river basin pollution situation and according to the successful case of foreign ecological compensation study on ecological compensation mechanism of the Shuhe river basin water resources. Ecological compensation is based on the conservation and sustainable use of ecosystem services for the purpose,give priority to with economic means to regulate its stakeholders relations system arrangement. In view of the existing problems,the Shuhe river basin ecological compensation should strengthen the market compensation and reduce the government in the ecological compensation proportion,the government compensation system should strengthen the consciousness of innovation and market compensation system gradually mature,ecological compensation system to be perfect,form a complete set of relevant legal system to improve the system of ecological compensation. |
