| 摘 要： | 在分析了公共图书馆公益性由来的基础上,从现实工作角度进一步分析了妨碍公共图书馆公益性的三大因素：公共图书馆的收费、公共图书馆的经费、公众权益信息。最后提出了立法是保证公共图书馆公益性的唯一途径。
