| Abstract: | In order to implement the Scientific View of Development in an all-round way, we must implement 6 combinations, solve fund issue, strengthen rural culture construction, and do a flue work in legal work. In addition, this paper has discussed the experience in studying the Culture Development Program during the National 11 th Five-Year Plan Period. |
