| 摘 要： | 20世纪70年代，日本高等教育超常发展，提前实现了高等教育的大众化目标，同时，高等教育质量也出现了严重下降，高等教育改革势在必行。论述了日本第三次教育改革的历史背景，阐释了日本第三次教育改革的目标及内容，分析了改革的过程及关键步骤，为我国的高等教育改革提供了可借鉴的经验。
