| 摘 要： | 我国的新农村建设必需要有金融支持，但目前我国农村金融体系中存在政策性金融支农有限、商业性金融支农的主导地位弱化、信用社支农举步维艰、民间金融缺乏规范引导等问题，在分析了上述问题后指出，实现合作金融、商业性金融、政策性金融和民间金融4大金融“支柱”对新农村建设不同层次资金需要的网络覆盖，是新农村建设的资金支持条件，并在此基础上提出了相关的政策建议。 |

| Abstract: | In China, the construction of new country must be supported by finance. While nowadys there exists a lot of problems in rural financial system, such as the limitation of support from policy finance, the degrading of dominant position of support from commercial finance, the difficult situation of support from credit cooperatives finance, the lack of standard guidance on civil finance and .so on. Based on analyzing these problems, this paper points out that the net coverage of policy finance, commercial finance, credit cooperatives finance and civil finance towards the construction of new country at defferent levels of capital needs is the indespensable condition of construction of new country and finally proposes some related suggestions towards these problems. |
