| 摘 要： | 对右玉县6个行政村家庭承包土地流转情况进行了调查,结果表明:家庭承包土地流转已经成为农村一个普遍的现象,6个村参与土地流转的耕地面积占其总耕地面积的20.19%,转出耕地的农户数量占其农户总数的24.59%;转包是农业欠发展农村土地流转的主要类型;农户流转入土地以后,还是以传统的农业生产为主,农业生产方式没有转变;土地流转管理目前还是空白。土地流转的原因有3个方面,即村民打工外出不能种地(最主要的原因);村民年老和死亡;家庭养殖业发展。与土地流转有关的两点政策问题值得思考和研究,即土地流转与农业之间补贴的关系;土地流转与土地退耕之间的关系。
