| 摘 要： | 土地规模经营是推动农业现代化的基础,土地承包制造成了土地高度分散,推广农业专业合作组织,由于存在利益关系、根基不牢的天然缺陷,很难实现土地规模经营。在农村土地集体所有制性质不变和土地承包经营权不变这2个硬约束条件下,只有发展以村为单位土地为基础的农业股份公司,才能构建现代农业产业新体系。
