南水北调中线水源区生态补偿对口协作模式探讨

对口协作模式从省级层面逐步落实到县级层面,甚至是乡镇层面,形成了南水北调中线水源区生态补偿的特色模式。通过对对口协作模式的法制协调机制、理论基础、开展的具体方式和近年来取得的成果的分析表明,我国南水北调中线工程水源区的生态补偿对口协作模式,作为不同行政区域互相不隶属主体间的利益补偿性合作的重要试点,既不同于传统的纵向转移支付,也不同于正蓬勃发展的市场支付制度,是在两种模式之外的制度创新。对口协作模式是纵向财政机制的补充,有力地拓宽了补偿方式,增强了受偿区百姓的获得感和幸福感,值得重视和继续观察。

Counterpart Cooperation on Ecological Compensation in Water Source Area of the Middle Line Project of Transferring Water from South to North

The counterpart cooperation model has been gradually implemented from the provincial level to the county level and even the township level,forming the characteristics of ecological compensation in the water source area of the middle line of the South-to-North Water Transfer Project.Through the analysis of the legal coordination mechanism,the theoretical basis,the specific ways of development and the achievements made in recent years,it is shown that the ecological compensation cooperation model in the water source area of the middle line of the South-to-North Water Transfer Project in China,as an important pilot of interest compensation cooperation between different administrative regions that are not subordinate to each other,is not only different from the traditional vertical transfer payment,but also different from the booming market payment system,it is the system innovation outside the 2 modes.The counterpart cooperation model is a supplement to the vertical financial mechanism,which effectively broadens the way of compensation and enhances the sense of achievement and well-being of the people in the compensated area,which is worth paying attention to and continuing to observe.
