我国农民工养老保险制度推行现状及对策

文章介绍了农民工概念的界定、群体分类及特征,分析了目前我国农民工养老保险制度推行模式及制约因素,并基于扩大保障、统一性、连续性、低标准进入、发展性等原则构建了农民工养老保险制度新模式。提出应落实相关配套措施;确保农民工最低工资保障;加强农民工的技能培训,加大农民工养老保险宣传力度;建立专门的社会保障法律制度等对策建议。

Implementation of endowment insurance system for migrant workers and its countermeasures in China

The present paper is an attempt to introduce the concept,classification and characteristics of migrant workers and analyze the implementation of endowment insurance system for them and the constrained factors which restricted its implementation.Based on the principles of expanding the coverage of endowment insurance system,keeping integrity and continuity,low entry standard and expansibility,a new mode of endowment insurance system for migrant workers has been developed.In order to improve the prevailing endowment insurance system for migrant workers,some countermeasures were put forward,viz.,implementation of supporting measures for carrying out endowment insurance system for migrant workers,guaranteeing minimum wage for migrant workers,strengthening professional skill trainings for migrant workers,enhancing propaganda of endowment insurance system,establishing legal system that specially aimed at social security,implementation of rules and regulations to operate endowment insurance system,etc.
