广西森林认证推广SWOT分析

【目的】通过分析广西森林认证现状,为广西开展森林认证工作提供理论依据。【方法】采用SWOT方法对广西开展森林认证的优势、劣势、机遇和挑战进行分析,在此基础上提出相应对策。【结果】广西开展森林认证具有已有森林认证体系可为广西开展森林认证提供借鉴、政府支持、林业企业发展迅速等优势,存在国内市场对森林认证产品需求总量不高、经营管理水平较低等劣势,面对认证产品市场份额持续增加、科学发展观要求实施森林经营的可持续发展、森林认证发展空间巨大等机遇及森林认证环节要求严格、森林认证费用较高昂等挑战。【建议】发挥政府的引导作用、加大宣传力度、建立认证机构和培养专业人才、明确权益相关者在推动森林认证中的作用、制定森林可持续经营指南,以推动森林认证在广西的发展。

Promotion of forest certification in Guangxi based on SWOT analysis

Objective]The present study was aimed to analyze the current status of forest certification in Guangxi in order to provide theoretical basis for its promotion in Guangxi. Method]The method of SWOT analysis was used to analyze the strengths, weaknesses, opportunities and constraints for Guangxi to develop forest certification. Some suggestions had been made on the basis of analysis results. Result]The strengths for Guangxi to develop forest certification included experiences from the current forest certification systems, support of government and rapid development of forest enterprises. However, some weaknesses such as poor demand for certified forest products in domestic market, low management level, etc., still existed in the system. The opportunities were increasing market share of certified forest products and enormous development scope of forest certification, while the strict conditions for all stages of product certification and its expensive cost were the major constraints. Suggestion]In order to promote the development of forest certification in Guangxi, some suggestions have been made which included the strengthening of leading role of government, enhancing awareness, construction of forest certification authority, training professionals for forest certification, clearing the roles of different stakeholders in forest certification, making sustainable forest management guidelines, etc.
