上海郊区农民增收途径探索

为应对城镇化进程给“三农”带来的影响，从土地经营权流转、土地经营权不流转以及农村劳动力转移就业3方面探讨了上海郊区农民增收的途径，认为：建于土地经营权流转基础上的园区开发和发展集体经济，使农民主要获得租金和工资性收入；在土地经营权不流转情况下发展规模农业，农民获得的主要是生产性收入；农民从事农业就业、工业就业和服务业就业收益较高且比较稳定，半工半农兼业形式缺乏稳定性且收益较低。最后指出实践中的诸多做法虽然有助于农民增收，但存在农民增收不同步、不稳定，集体资产管理制度不健全，就业难度大等问题，还有待于进一步完善。
