| 摘 要： | ２１世纪国家要把新疆建成重要的石油及石油化工基地，给新疆经济提供了良好机遇并创造了良好的内外部条件，同时也在石油资源开发建设的许多问题上提出了挑战，必须对这些问题进行客观认真分析研究，才能扬长避短，实现资源优势向经济优势的转化。
