| 摘 要： | 草原退化、效益低下是当前新疆生态环境保护、草原畜牧业发展中存在的突出矛盾.本文从生态环境保护、牧区经济发展、西部大开发建设、牧民生产方式转变、社会稳定需要等6个方面详细论述了新疆实施草地生态置换工程的必要性和紧迫性.

| Abstract: | At present, grassland degeneration and its low management benefit are the principal contradiction in ecological environment protection and development of grassland animal husbandry in Xinjiang. This article discussed that it is necessary and urgent to carry out ecological replacement project of grassland in Xinjiang in the following aspects: ecological environment protection, economic development in pastoral area, construction of overal development in the west of China, change in mode of production of herdsmen and social stability etc.. |
