| 摘 要： | 水资源是新疆最短缺的自然资源之一,新疆水土资源的利用效益却很低,必须以提高水土资源的利用效益为突破口,强化生态文明意识,调整农业规模与产业结构,大力发展农村的二、三产业,加速工业化的建设步伐,全面落实富民固边战略.

| Abstract: | The water resources is the shortest natural resource in Xinjiang,but the water and land resources' utilization benefits of Xinjiang is very low.We must improve the utilization ratio of land and water resources,strengthen awareness of ecological civilization,adjust the agricultural scale and industrial structure,develop the second and third industries of the countryside,accelerate the pace of industrialization,and implement the strategy of enriching people and consolidating frontier defence. |
