摘    要:增殖放流活动是一种有效的渔业管理手段,旨在促进渔业的健康、可持续发展。采用指标体系筛选、权重赋值、综合加权计算的评估模式来评价长江下游的增殖放流效果,评价过程采取增加重复频次、加权平均等方法减少人为评价的主观性,以期客观公正的评价增殖放流效果。鱼骨法条理清晰罗列了长江下游增殖放流效果评价指标,并给出了层次关系,为下一步的层次分析法的构建判断矩阵提供了前提,基于各层次的单因素准则下,根据判断矩阵计算子层次各因素的影响权重,能够较精确地根据专家组的意见得出符合实际的结果,满足评估实际工作的需要。评价结果为:江苏3市的总体水平高于安徽2市,安徽的安庆略高于芜湖,江苏的常熟略高于南通和镇江。

Abstract:The activity of fishery enhancement and release is an effective means of fishery management and aims at the healthy and sustainable development of fishery.Indexes selection,weight assignment and comprehensive weighted assessment model were used to evaluate the effect of the fishery enhancement and release in Yangtze River’s lower reach.More repetition frequency,the average weight and other methods were taken to reduce objective effect of the evaluation of the effect of the fishery enhancement and release in Yangtze River’s lower reach.The method of fishbone listed the indexes of the evaluation of the fishery enhancement and release in Yangtze River’s lower reach,and gave the hierarchical level of the analysis of the Matrix construction which was the premise of further analysis.AHP was used to analyze the levels of single factor criterion and calculate the impact of lower levels of the weight of each factor,and accurate result in conformity with the real situation could be obtained according to experts,meeting the need of the practical work.The evaluation results were: the overall level of the three cities of Jiangsu was higher than that of the two cities of Anhui,and that of Anqing was slightly higher than that of Wuhu,that of Changshu was slightly higher than that of Nantong and Zhenjiang.
