江西省生态公益林产权结构优化及其管理对策探析

林业产权结构与生态公益林建设有着密切关系。运用产权经济学和公共产权等相关理论,从江西省生态公益林建设现状出发,在分析林业产权外部性的基础上,提出通过设置流转权、界定生产活动权、完善补偿权和明确林地使用者义务4个方面优化生态公益林产权结构,并同时阐明了从调整补偿标准、定期划分生态等级、提供技术服务平台、建立监管信息系统的相应管理对策,以更好地保护生态公益林产权主体的合法权益,促进生态公益林质量的提高。

Approach to the Optimizing and Management Policy for Property Right Structure of Non-commercial Forest in Jiangxi Province

There are close relations between the forest property right structure and the construction of non-commercial forest.Based on the correlative theory of property right economics and common property right,and the present situation of non-commercial forest in Jiangxi,the externalities of forest property right are analyzed in this paper.Then,4 countermeasures are put forward to optimize the property right structure of non-commercial forest,that is to add circulation right,define productive activity right,perfect compensation right and define the obligations of the users of forestland.In order to protect better the legitimate rights and interests of property right owner and improve the quality of non-commercial forest,relevant management policies are pointed out through adjusting the criterion of compensation,classifying ecology rank regularly,providing technical service platform and establishing information system of monitoring and management.
