试论海伦县农业现代化的战略措施(摘要)

<正> 在海伦县搞农业现代化是一个大的战役,情况错综复杂,必须理出个头绪来,有个正确的打法,才能不走弯路,加快农业现代化的步伐。我经过三个多月的调查,根据海伦的实际情况,提纲携领地谈一谈关于海伦县农业现代化的战略问题。

STRATEGIES FOR THE AGRICULTURAL MODERNIZATION OF HAILUN COUNTY

The following points are stressed for the rural remodelling of Hailun County ia Heilongjiang Province: 1. Reshuffling of agriculturalstructure from crop production to an integrated plant-animal ecosystem, 2. Rational exploitation of land resource for the maximum unit-area productivity, 3. Enaction of new agrarian economic legislation to mobilize both individual and collective forces, 4. Organise manpower to reconstruct an effective agri-business, 5. Intensification of productive systems and technologies on all enterprises, 6. Extension services and training programmes to cadres and commune members alike, 7. Enforcement of birth control measures in the rural community, 8. Reallocation and planing of rural energy resource, especially fuel for family use, 9. Vertical integration of production-processing:procurement systems with special emphasis on flax, Sugar beet, Irish potatoes and goat milk, 10. Efficient use of capital and resourse inputs, with particular attentions to soil conservation, disease and pest control, machinery mainte'nance and application of chemical fertilizers.
