| 摘 要： | 通过建立全成本计价模型、阶梯式水价模型和需求弹性模型对城市生活和生产用水水价进行分析。结果表明,现行的城市生活用水水价未能反映市场价值,可采用阶梯式水价方案进行调整;生产用水水价基本符合其市场价值,可采用调控水价的方式有效促进生产节水。

| Abstract: | Water price as the economic lever adjusting the balance of water resource has become the main method to solve the contradiction between supply and demand of water resource.Though establishing full-cost pricing model,water rate structure model and elasticity of demand model,we analyze household water-consumption price and production water-cost price of Harbin.The result shows that the current household water-consumption price of Harbin can not reflet the real market value of water resource,so we can use the plan suggesting from water rate model to modify the water price.Production water-cost price of Harbin in line with its market value basically,so we can promote water saving of production by controling water price effectivily. |
