加强防雷减灾，为新农村建设服务

为了减轻基础设施陈旧落后的新农村雷电灾害事故,解决广大农村雷电灾害事故易发的问题,新农村雷电防御工作也要相应逐步跟进提高,如何组织开展农村雷电灾害防御体系建设工作,建立政府统一领导、综合协调,相关部分各负其责联动的农村应急减灾体系,加强农村雷电灾害防御安全管理和科普宣传,发展全社会参与的气象灾害防御体系,全面提高农村雷电灾害防御体系,落实各项雷电防御措施,有效地减轻雷电带来的危害,已经摆在各级政府和防雷主管部门的面前.各级行政主管部门要充分认识做好农村防雷工作的重要性,以保障人民群众的生命和财产安全和农民满意度为出发点,以提高农村雷电灾害防御基础能力为核心,使新农村建设的成果真正的惠及于民.
