| 摘 要： | 基于比较优势理论的视角,以耕地转用为建设用地的利益驱动力为耕地保护分区的标准,将义乌、慈溪、永嘉等18个县级单元划分为浙江省耕地保护的一级重点区域,而淳安县、平阳县、东阳市等10个县级单元划分为耕地保护的二级区域,剩下的洞头县、安吉县、景宁县等30个县级单元划分为耕地保护的三级区域,最后针对各区域的特点,提出了切实的耕地分区保护的政策建议。

| Abstract: | Based on comparative advantage theory,cultivated land protection zoning was established through the interest-driven power of the conversion from cultivated land to construction land.Then,eighteen counties,including Yiwu,Cixi,Yongjia,were grouped into key protection area level Ⅰ;ten counties,including Chunan,Pinyang,Dongyang,were classified into protection area level Ⅱ;and thirty counties,including Dongtou,Anji,Jinning,were divided into protection area level Ⅲ.Finally,some policy suggestions for cultivated land protection were put forward. |
