试析建设社会主义新农村的新内涵——构建农业循环经济体系创建生态良好的新农村

通过分析建设社会主义新农村的“新背景、新方针、新目标、新系统、新理念、新模式”，指出“20字”目标是一个前所未有的经济社会环境的系统目标，表明《关于“十一五”规划的建议》所赋予的建设社会主义新农村的新内涵。阐述了建设社会主义新农村与培育农村良好的生态系统之间相辅相成、共生共荣、互为因果的内在联系。指出创建良好的农村生态系统是实现新农村新目标的核心体系与时代标志，指出创建生态省、生态示范区、环境优美乡镇、生态村镇，构建循环型农业体系，从宏观、中观、微观层面上，呈现新农村建设新模式的多样性。提出当前应重点抓好法律规范、宣传教育、试点示范3项基础工作，依法扎实推进建设社会主义新农村系统目标的实现。
