汉中市农业补贴政策的经济学研究与思考

以陕西省汉中市为考察对象,通过对其现行主要农业补贴政策的分析和探讨,对补贴政策的实施效率进行分析,并对其中的经验教训予以总结和评价,结合汉中市的具体情况,提出对汉中市农业补贴政策未来发展的若干建议:一是积极建立不挂钩的固定补贴制度;二是加强对农产品售、购机构的管理力度;三是加大补贴力度,扩大补贴范围和种类;四是补贴与投资齐头并进,一边"补血",一边"造血"。并针对目前人民币升值的历史背景,分析了人民币升值对汉中市农业补贴政策可能带来的影响,并对汉中市如何面对这些影响进行了一定程度的思考。

Economic Study and Consideration on the Agricultural Subsidy Policy in Hanzhong City

Taking Hanzhong City in Shaanxi Province as the research object,in terms of the analysis and the discussion of its present agricultural subsidy policy,the implementation efficiency of subsidy policy was analyzed,and the experience and lesson from it were summarized.Combining with the special situation in Hanzhong City,some suggestions about the agricultural subsidy policy development in future in Hanzhong were proposed: first was the establishtation of no link up fixed subsidy system;second was to strengthen the agricultural product management dynamics;the third was to increase the subsidy dynamics and the expanded subsidy scope;the fourth was the unison of subsidy and the investment advances,"the blood tonic" while "makes the blood".Aiming at the present historical background of RMB revaluation,the influence of RMB revaluation on agricultural subsidy policy of Hanzhong City was analyzed.And consideration on how the city faced these influences were conducted.
