小城镇土地综合整理效益评价研究——以北京市大兴区为例

以北京市大兴区为例，采用多指标评价方案，从资源效益、经济效益、社会效益、生态效益4个方面构建小城镇土地综合整理效益评价指标体系，并运用层次分析法确定评价指标的权重。将指标的原始值进行标准化处理后，结合层次分析法确定的指标权重，运用综合指数法对2005年大兴区14个乡镇的土地综合整理效益进行评价。评价结果表明：效果显著区包括亦庄镇、西红门镇、瀛海镇、旧宫镇，集中在市区城乡结合部，区位优势显著、经济状况和基础设施状况良好；效果良好区包括长子营镇、黄村镇、庞各庄镇、北臧村镇、榆垡镇，主要位于永定河沿岸，耕地资源丰富、生态环境较好；效果一般区包括魏善庄、青云店镇、安定镇，区位优势不明显；效果不显著区包括礼贤镇、采育镇，区位条件、经济发展情况、资源条件较差。
