| 摘 要： | 从农村人口结构、经济状况、养老状况、参保意愿的实际出发,分析了我国西部地区建立农村社会养老保险制度的可行性,提出合理确定缴费标准和待遇水平、低门槛起步、逐步覆盖、保基本、可持续发展是切实可行的社保制度创新。

| Abstract: | Starting from the rural population structure,economic situation,endowment situation and the actuality of participating insurance,the feasibility of building the rural social endowment insurance system in western China was analyzed.It was pointed out that fee standards and the treatment level were determined reasonably.A low threshold should be started and it should be gradually covered by basic security.The sustainable development was practicable innovation of the social security system. |
