| 摘 要： | 为满足黑龙江垦区跨越式发展的需要,基于垦区人力资源规划现状,构建了人力资源规划模型。人力资源规划是垦区跨越式发展的核心保障,该规划有能力从战略上提升垦区竞争的核心能力,为跨越式发展战略的实施提供有力的人力资源保障,从而达成垦区立足实际、跨越发展的战略目标。在此基础上,总结了人力资源规划制定、实施和有效评估的有效方法与策略。
