临湘市土地利用总体规划结构调整目标的生态足迹环评研究

根据临湘市土地利用总体规划的特点,对生态足迹模型进行了适用性改进,开展了规划用地结构调整目标的生态足迹核算.研究结果表明,在规划期内临湘市规划用地结构调整目标可有效提高生态承载力,可缓减规划实施给生态环境带来的压力;总消费生态盈亏由生态盈利转为生态赤字,总产出生态盈亏呈现生态赤字增加趋势,可持续承载生态亏损指数有所增加.研究表明,规划用地结构调整对提高该市的土地生态可持续利用水平起到积极的推动作用.研究认为,控制人口快速增长、提高资源利用率和土地集约利用水平是实现规划目标生态效应的的主要途径.

The EIA Study on the Ecological Footprint of Structure Adjustment of the Overall Land Use Planning in Linxiang City

According to the characteristics of the land use planning in Linxiang City,the ecological footprint model was appropriately improved,the ecological footprint assessment of land structure adjustment objectives were carried out.The results showed that the implementation of strategic objectives for structural adjustment of Linxiang City will effectively improve the overall ecological capacity available,and help to relieve the pressure on environment from the implement of planning.The total consumption of ecological profit and loss will become ecological deficit at the end of the planning period from eco-profit at the beginning,it shows that the consumption patterns and the mode of economic development of this city are extensive and the resource utilization is low.The total output of the ecological gain or loss has been in a state of ecological deficit and the deficit will continually increase.Those show that this city can support more ecological deficit.The extent of land saving and using intensivism are continually improved.The efficiency of resource output is also constantly improved.Sustainable eco-loss index increased shows that the land structural adjustment of Linxiang City plays a positive role in promoting the sustainable development capacity of this city.Studies suggest that the main ways to promote ecologically sustainable use of land are controlling rapid growth of population and improving the efficiency of resource use and the level of land intensive utilization.
