| 摘 要： | 在概括分析南京市集体土地房屋拆迁问题的基础上,以市场化的征地拆迁补偿为目标,以切实保障农民权益为核心,以协调国家、集体、村民各方在土地增值中的利益为落脚点,提出了南京市集体房屋拆迁补偿完善的措施。
