土地开发整理重大项目与新农村建设项目资金整合研究

整合土地整理和新农村建设资金是在＂十二五＂时期进一步发挥支农资金的集聚效应,集中财力干大事、干实事的集中体现。当前土地整理和新农村建设资金整合中还存在组织机构不健全、规划冲突、资金使用分散和资金投入交叉重复的问题。对此,结合国内相关地区的整合经验,提出在进行土地开发整理重大项目与新农村建设资金整合的过程中,通过以整村推进的的方式捆绑资金进行整合、按项目建设的内容进行资金整合、以区域经济经济可持续发展进行资金整合,树立以土地整理推进新农村建设的理念,构建工作协调和公众参与两种机制,完善政策法规体系、项目规划体系和监督评价体系,建立资金整合平台,以县为主进行资金整合,分阶段和范围逐步实施,保证整合目标的实现。
