农村公共物品的有效供给方式研究

从农村公共物品的界定和分类入手,分析了我国广大农村地区的公共物品供给现状,显示出农村地区电力、通讯设施还未全面普及;文化教育设施严重落后;医疗和社会福利机构不足。指出了公共物品的合理供给模式：政府在投资资金量大、事关广大农民生产生活质量的公共物品供给上保持主导地位;小型的便于操作和供给的准公共物品和边缘化公共物品可以在政府的指导框架下,引入多元的供给主体。根据此模式,提出了相应的政策建议：加大财政投入力度,完善地方财政体系;积极鼓励农村广大村民参与公共物品供给机制的积极性,使得供给具有针对性;极力打造农村公共物品的多元化供给体系,确保有效供给。
