| 摘 要： | 在综合国内学者关于土地利用总体规划实施评价的方法的基础上,通过选取多类评价指标,构建一套综合性、操作性较强的土地利用总体规划多类实施评价的指标体系和评价方法,同时将该评价体系应用于新疆生产建设兵团农七师上一轮土地利用总体规划,得出实施评价的综合评分为86.40,表明在规划的实施过程中,土地利用总体规划与土地、社会、经济、生态各方面协调非常好,效果突出,评价等级为"优秀"。评价结果与实际符合,说明构建的多类土地利用总体规划实施评价体系是合理的,评价方法是科学的,可以为新疆生产建设兵团其他师、团及连队的土地利用总体规划的实施评价提供参考。

| Abstract: | Based on reviewing implementation evaluation methods for land use planning by domestic scholars,through selecting multi-types evaluating indicators,an index system and evaluation method for land use planning multi-types evaluating was constructed,and applied for Xinjiang Production and Construction Corps Agriculture-seven Division.The obtained comprehensive score was 86.40,indicating in the process of implemcnting,the coordination of the overall land use planning,land,society,economy and ecology are very good,the effect is prominent.The evaluation results is accordance with the reality,which demonstrated the evaluation system is reasonable and the evaluation method is scientific.The study will provide a reference for land use planning evaluation of other divisions of Xinjiang Production and Construction Corps. |
