陕西省象园村泥石流地质灾害防治气象服务典型案例分析

通过对象园村泥石流发生地的国土资源部门、相关政府部门、基层工作人员和公众进行问卷调查,对2011年8月2日陕西省镇安县达仁镇象园村泥石流地质灾害防治气象服务典型案例进行分析总结,了解和评估地质灾害防治对气象服务的需求。结果发现,手机短信、电视、电话是目前气象预警信息主要的传播渠道,持续降雨日数、降雨量和短时强降雨是引起地质灾害的主要因素,97%以上被调查人员对于气象服务工作表示肯定,认为气象服务工作及时、准确、实用,内容通俗易懂;经测算得出地质灾害气象监测预警服务效益贡献率为72.65%,减少人员伤亡贡献率达41%。可见,气象监测预警服务在陕西地质灾害防御工作中发挥了重要的作用。

Meteorological Service for Prevention and Control of Mud-rock Flow ： A Case Study of Xiangyuan Village in Shaanxi Province

Through the questionnaire survey for departments of land and resources,related authorities and grass-roots staff members in Xiangyuan Village where the mud-rock flow is of frequent occurrence,this paper summarized typical cases and actual demand in prevention and control of mud-rock flow in Xiangyuan Village,Daren Town of Zhen＇ an County in Shaanxi Province.It found that major dissemination channel of meteorological pre-warning information includes mobile phone short message,television,and telephone.Factors leading to geological disasters mainly include number of continuous rainy days,rainfall,and short-time heavy rain.More than 97％ respondents were satisfied with work of meteorological service.They thought that meteorological service is prompt,accurate,practical and easy to understand.It is estimated that the contribution rate of meteorological monitoring and pre-warning to benefits is 72.65％,and the contribution rate to reduction of casualties reaches 41％.Therefore,meteorological monitoring and pre-warning service plays an important role in prevention of geological disasters in Shaanxi Province.
